Republican Party of EBR Endorses Arbour for Justice of the Peace

The Republican Party of East Baton Rouge Parish Monday endorsed Baton Rouge attorney Jerry Arbour in his race for justice of the peace from Ward 3, District 3 in the special election coming up Saturday, Oct. 19.  The vacancy was created by the death of long-time justice of the peace Melva Carpenter, 74, who passed away in March.
Justice of the peace is an increasingly important office in East Baton Rouge Parish because of higher filing fees and delays in cases heard by the 19th Judicial District Court.  The JP court has jurisdiction outside the city limits of Baton Rouge in most civil suits when the amount in controversy is under $5,000.  The court has criminal jurisdiction only in cases involving littering.  Filing fees are much lower than in the district court, and cases are heard very quickly.  The decisions of the justice of the peace are enforceable by the constable and the Sheriff’s office.
Arbour has practiced law in Baton Rouge since 1975.  He has served on the East Baton Rouge Parish School Board since 2005 and was board president for three years. He formerly served as Republican parish chairman and currently serves as deputy chairman of the Louisiana Republican Party.
Arbour’s private practice of law has spanned five decades, and he handles the kind of cases heard in JP court daily, the party said.
